The City of Independence, Missouri has retained Kimley-Horn and Associates to develop plans for the improvements of Winner Road between Route 24 and Hedges Avenue, located immediately west of the Englewood Arts District. This 1.5-mile corridor ranges connects the Englewood Arts District, Van Horn High School, and numerous residential neighborhoods, churches, and businesses.
In addition to improving the pavement, this project also contemplates enhanced storm water improvements, sidewalks, street lighting, and a multi-use path to connect the community.
An initial Concept Public Meeting with be held on Thursday, March 28, 2024, from 4:00 p.m. to 6:00 p.m. at Van Horn High School. The meeting will be held in an “open house” format, allowing you to come and go as your schedule permits, and to provide the opportunity to discuss the project with staff. Displays will be provided reviewing the existing conditions, including crash history and how key intersections along the corridor function today, as well as two concepts for input.
Input from the public will help inform the development of detailed design plans which are anticipated to begin later in 2024, with an ultimate construction beginning after design is complete.
Information provided at the public meeting will also be made available at this website, with the opportunity to make online comments as well. Public comments will be received until April 15, 2024.
The public comments received at the Concept Public Meeting will help to inform the development of the preliminary engineering plans, with work on those anticipated to begin in the summer of 2024.
A Design Public Meeting will be held when the preliminary plans are complete to provide the public another opportunity for input. That meeting will likely occur in early 2025.
